Norwaco enters into agreements on behalf of our 37 Norwegian member organisations and several foreign partners. Non-represented Norwegian and foreign right holders are also covered by Norwaco’s agreements through statutory provisions on extended collective licensing (ECL). Management Contract
For Norwaco to negotiate and enter into agreements on behalf of the right holders in our member organisations, we require a mandate. All member organisations sign a management contract with Norwaco, in which the member organisation choose the areas where they authorise Norwaco to manage rights on their behalf.
Areas of Operation
- Third-party TV and Radio Distribution
Linear distribution of TV and radio channels to subscribers via third parties and on-demand services. - Educational Use
Use of sound and images in educational activities. - Use in Libraries and Museums
Internal use of sound and images in libraries and museums for visitors. - Use of TV Companies Archive Material
TV companies' use of their own productions in new productions and making them available to the public for private use. - TV in Public Places
Use of TV content in publicly accessible locations. - Private Copying
Compensation for lawful copying for private use.
In addition, Norwaco receives mandates from its members and is investigating and developing management in the following areas:

Internal use of sound and images within companies.
Distribution of Remuneration
Norwaco distributes the remuneration to the member organisations and foreign partners, which in turn distribute it to individual right holders.
The member organisations decide on the overall allocation to individual right holders. The distribution must be based on statistics and objective criteria. The accepted principles of distribution also apply to the distribution and payment to our foreign partners with whom Norwaco has representation agreements.
Recipients of remuneration from Norwaco, both member organisations and foreign partners, are obligated to treat their members and non-represented right holders equally with regards to payment of remuneration.
The Norwegian Industrial Property Office supervises that both Norwaco and our member organisations comply with the legal requirements of the Act on Collective Management.
Non-represented Right holders
Most of Norwaco's member organisations represent only Norwegian right holders and therefore mainly receive remuneration for Norwegian rights in Norwegian programmes. Some of our member organisations – i.e. BONO, Music Nest Norway and TONO – also represents foreign right holders and receive remuneration for both Norwegian as well as foreign repertoires within their rights holder category.
Non-represented right holders entitled to remuneration must contact the member organisation representing their right holder category. Where there are several member organisations within one category, these organisations must cooperate to ensure distribution to external parties. Right holders wishing to submit an individual claim for remuneration are encouraged to contact the member organisation to which they have the closest affiliation. International Partners and Foreign Right Holders
Foreign right holders are also entitled to remuneration for uses occurring in Norway, and Norwegian right holders are entitled to remuneration from countries where their works are used. Therefore, Norwaco has entered into several representation and exchange agreements with organisations in other countries.
Non-represented foreign right holders, as mentioned above, are equally entitled to remuneration from Norwaco’s agreements. Foreign organisations are in most cases obligated through their exchange agreement with Norwaco to distribute remuneration received for exploitation in Norway to national non-represented right holders. Foreign right holders, claiming to be eligible for remuneration for exploitation in Norway, should contact their national organisation to raise claims for remuneration. In cases where foreign right holders have participated in Norwegian works, such claims should be directed to the relevant Norwegian member organisation. Right holders wishing to submit an individual claim for remuneration for rights in Norwegian works are therefore encouraged to contact the member organisation to which they have the closest affiliation.
